And this was an isolated event between 2 groups? Huh... so how did an immigrant from Pakistan get shot then? And clearly they didn't follow active shooter lockdown protocols if their suspect fled. And no, law enforcement's #1 concern upon entering an active shooter is to secure the scene and neutralize the threat. Not render medical. I know that's how we'd like to have it but... it's not.
